The charters of the organizations of consumer cooperation, their content, structure and role in the organization management

In the formation of organizational structure of management of consumer cooperation it is important to cover all management tasks, identify and vzaimoosmotry for each control system functions, rights and responsibilities. It is also necessary to institutionalize the communication and relationship of local governments in order to coordinate the activities of these bodies, as in certain levels of governance and between authorities of different levels.
These goals are realized with the development and approval of charters of the organizations of consumer cooperation of all levels — from consumer society to being.
The role of the charters of the organizations of consumer cooperation is in the legal consolidation of the organizational and economic independence and isolation of the system as a whole and its constituent parts. The charters of the organizations of consumer cooperation regulate both the internal relationships within the system between its management bodies, and the relationship between the organizations of consumer cooperation with state bodies, organizations and enterprises in other sectors of the national economy.
The Charter of a specific cooperative organization developed and approved on the basis of the Approximate Charter of the corresponding branch of the cooperative Department. The Supreme governing body of each link has the right to amend the text of the Approximate Charter of changes, corrections and additions, while maintaining the overall structure of the Charter. However, each cooperative organization has the right to amend Charter provisions that reflect the specific functioning of it. Current approximate charters of the organizations of consumer cooperation and the Charter being approved in the new edition of the V meeting of the Board of Ukoopspilka.
These statutes of glass are given an introductory part and six sections. In the introductory part contains General principles require governmental cooperation of Ukraine, stated that the main lancok of consumer cooperation is consumer society. It is noted that the activities of all elements of consumer cooperative societies are governed by the Law of Ukraine "On consumer cooperation" and other legislative acts of Ukraine and the corresponding^ in the Charter.
In the first section "General provisions" set forth the order of creation of the organization concerned and its entry into potrebsoyuz, the main objectives of some form of control the ways of achieving these objectives.
In the second section "Membership-rights and obligations of the members (of the consumer society, of potrebsoyuz)" stipulates the procedure of entry into consumer society or of potrebsoyuz, specifies the rights and responsibilities which are members of the consumer society or of potrebsoyuz.
The third category of "management and control" miss tit a list of these bodies, their functions and establishes the order of formation and activities of these bodies.
In the fourth section, "Property of a consumer society (potrebsoyuz)" defined entities exercising the right of ownership, properties, integral part of the competence of the management in terms of disposal of the property of the consumer society or of potrebsoyuz
Section V "Economic and social activity of the consumer society (potrebsoyuz)" brings about the full economic independence of the consumer society whose potrebsoyuz, contains the activities, the rules, the procedure for relations with state administration bodies, determines the order of distribution of profits from economic activities.
In the sixth section, "Reorganization and liquidation of a consumer society (potrebsoyuz)" the concept of the reorganization of the cooperative or of potrebsoyuz, the procedure of liquidation according to the law of Ukraine "consumer cooperatives".
Practice of activity of consumer cooperatives shows that the statutes of its organizations is not something unchangeable. They are relatively stable in its structure, but reflect the content of socio-economic conditions of functioning of consumer cooperatives in a particular period.
